Awarded Services Under DIR-CPO-6068 and brief description of services:
Creative Information Technology, Inc. (CITI) is awarded four DBITS service categories under Contract DIR-CPO-6068. The following describes the full scope of services available to Texas DIR Customers:
Category 1
Application Development, Maintenance, and Support; Technology Upgrade, Migration, and Transformation; and Enterprise Resource Planning (ERP)
Application Development includes the design and development of new applications across mainframe, server, network-based, and web-based environments, including applications requiring integration with existing systems.
Application Maintenance and Support includes troubleshooting, modifying, maintaining, securing, and enhancing legacy systems or applications operating in production environments.
Technology Upgrade, Migration, and Transformation includes converting or migrating legacy applications to modern technologies, introducing new technologies into the enterprise, and managing organizational change associated with these initiatives.
Transformation Services may include application portfolio assessments, technology asset evaluations, and development of business cases. Services may also include planning, analysis, requirements development, proof of concept, deployment, implementation, integration, remediation, data migration, documentation, programming, support services, and training.
Areas of scope may also include:
- ROI analysis, benchmarks, milestones
- Website content accessibility compliance
- Cloud transformation
- Digital transformation
- IT organizational transformation
- User acceptance testing
Agile methodology may be used if the requesting agency defines the sprint schedule, methodology, and governance.
Enterprise Resource Planning (ERP) services include the implementation, customization, integration, and support of ERP systems designed to automate and integrate back-office operations such as finance, HR, and asset management. Services may also include Business Process Reengineering (BPR), system/application changes, training, and conversion services.
Category 2
Business Intelligence (BI), Data Management, Analytics, and Automation, including Data Warehousing
Services include:
- Business Intelligence and advanced analytics
- Data mining and decision support systems
- Data warehouse design, build, modernization, and support
- Data extraction, transformation, migration, and loading (ETL/ELT)
- Data mart development and integration
- Data scrubbing, cleansing, and transformation
- Integration with BI tools, AI/ML systems, and enterprise platforms
- Data governance and Business Analytics & Reporting (BAR)
Roadmapping activities may include technology assessments, as-is documentation, business requirements gathering, use case development, and reporting needs analysis.
Training and knowledge transfer are also available under this category.
Category 3
IT Assessments, Planning, IV&V, Market Research, Procurement Advisory, and Contract Implementation Services
Services include:
- IT effectiveness and maturity assessments
- IT governance and architecture assessments
- Strategic planning, mission development, visioning, and goal setting
- Skills assessment, bandwidth studies, time-and-motion studies
- Succession planning, organizational change management
- Cloud and network performance assessments
Independent Verification & Validation (IV&V) services include oversight, compliance evaluation, and analysis of SDLC processes and systems.
Procurement Advisory and Contract Implementation Services include:
- Requirements gathering
- Facilitation activities
- Scoring and evaluation criteria development
- Negotiation support
- Transition and implementation assistance
- Market analysis and engagement
- Cost optimization (e.g., software license analysis)
- Financial planning and pricing structures
- IT contract management assistance
Note: Per Texas Government Code §2155.004, Vendors performing Procurement Advisory Services may not respond to resulting solicitations.
Category 4
Project and Program Management
Project and Program Management services follow PMI standards (PMBOK® Guide) and may include Agile and change management practices.
Services may be performed using:
- Customer-provided tools
- COTS tools
- Vendor proprietary tools
- The Texas Project Delivery Framework
Scope may include:
- Business case development
- Statewide impact analysis
- Cost-benefit analysis
- Risk assessments
- Stakeholder management
- Organizational change management

Steps for Entering Into Purchase Agreements
A Purchase Agreement may be:
- A Statement of Work (SOW)
- A Purchase Order (PO)
- A Service Agreement
- A procurement card or fiscal form
Instructions for Engaging CITI Under DIR-CPO-6068
- All communications must reference DIR-CPO-6068.
- Pricing delivered by CITI will follow DIR-approved formats and rules.
- Purchase Agreements may not conflict with the DIR Master Contract.
- Work begins only after formal acceptance of a DIR-compliant Purchase Agreement.

SOW Instructions
A Statement of Work (SOW) defines the specific requirements for services under this contract. Each SOW must include:

5. Service Levels (if applicable)
6. Period of Performance

8. Invoicing Requirements

Warranty Policies
CITI Warranty Coverage
CITI provides warranty coverage for all services under DIR-CPO-6068, including staffing and professional services. Warranty coverage includes:
- Correction of errors, inaccuracies, or deficiencies reported within 30 calendar days of invoice receipt.
- No-cost remediation for verified service deficiencies.
- Replacement of personnel who do not meet agreed qualifications or performance expectations.
Terms, Limitations, or Coverage Details
- Warranty applies only to work performed under an approved DIR Purchase Agreement.
- New work, changes in scope, or modifications not included in the SOW are not covered.
- Warranty does not apply when changes are made by the customer or third parties without CITI’s approval.
Customer Responsibilities
- Notify CITI in writing of deficiencies within 30 days.
- Provide documentation sufficient for CITI to assess and remediate issues.
